rates traced the oil price down and back up inside the month, demand proved responsive to every dip, and the metro's spring volume rebound came with a relisting rate more than twice normal, which was the real story under the seasonal bounce.
Rates and affordability
The thirty-year fixed fell for a third straight week to 6.23 percent for the week ending April 23, the lowest since the early-April spike, 58 basis points under a year earlier; the fifteen-year was 5.58 percent (Freddie Mac PMMS, April 23, 2026). The weekly average captured the ceasefire window and the April 17 oil low; daily readings retraced to 6.38 to 6.40 percent by April 28 as oil rebounded (Mortgage News Daily, April 28; Bankrate, April 28). Applications swung with the rate: the week ending April 17 brought the largest composite gain since January (+7.9 percent, purchase +10 percent on the week and +14 percent on the year at a 6.19 percent contract rate); the following week cooled (composite -1.6 percent, purchase +1.2 percent, contract rate 6.37 percent) (MBA Weekly Surveys, April 22 and April 29). The FOMC held at 3.50 to 3.75 percent on April 29 in what press coverage described as the chair's possible final meeting ahead of a confirmed successor (Federal Reserve, April 29; CNBC). The ten-year closed at 4.35 percent on April 28 (FRED). The national affordability index was 113.7 for March, 109.0 after insurance (the national association, April 2026); 560 of 580 counties exceeded historic affordability norms in the first quarter, a slight improvement (ATTOM, Q1 2026 report).

Prices
The national 20-city index rose 0.9 percent on the year in February, its slowest since July 2023 (S&P Cotality Case-Shiller, released April 29). The Atlanta metro Home Value Index was $379,509 at March 31, down 2.46 percent on the year, the fifteenth consecutive monthly decline but a slower one than February's; the top tier was $632,477, down 1.14 percent (Zillow Research CSVs downloaded April 29). Counties: Forsyth $617,620 (-2.33 percent, the steepest monthly drop), Cherokee $473,571 (-1.11 percent, the most resilient), Cobb $423,365 (-2.71), Fulton $420,013 (-2.92), Gwinnett $409,565 (-3.21) (same source). The metro's March MLS brief showed $2.92 billion in sales (+6.9 percent on the year), 6,143 units (+7.2 percent), a $389,900 median, a relisting rate of 24.4 percent, and new listings priced $13,812 below the active median (FMLS March market brief, released April 22; re-cite to the MLS report before publication). The twelve-county median was $400,000, flat on the month and down 1.0 percent on the year (GAMLS March statistics, April 10; re-cite). Nationally, 38 of the 50 largest metros were buyer's markets in March, up from 29 a year earlier (the national listing portal's weekly trends, week ending April 18).

Inventory and supply
Permits fell hard in the delayed Census release: March authorizations at a 1,372,000 annual rate, down 10.8 percent on the month and 7.4 percent on the year, while starts beat consensus at 1,502,000, builders finishing the pipeline and pulling back on new authorizations (Census Bureau, New Residential Construction, released April 29). Metro active inventory was 28,712 at March 31, up 3.3 percent on the month and 4.5 percent on the year; new listings 7,119, a seasonal jump on the month but down 5.2 percent on the year, which is to say the seller-supply wave had not arrived (Zillow Research CSVs). GAMLS counted 19,827 active listings in March (+5.8 percent on the month; re-cite). Nationally, inventory stood near 928,000 single-family listings in late April, 5.2 percent above a year earlier, with new listings 2 percent below (Altos Research, Mike Simonsen; lens credit); eleven states were above 2019 levels, Georgia not among them (ResiClub, April 2026). Builder sentiment fell to 34, the lowest since September 2025, with 36 percent of builders cutting prices by an average 5 percent and 60 percent offering incentives for a thirteenth straight month (NAHB/Wells Fargo HMI, April 15). Metro multifamily deliveries were projected near 8,400 units for 2026, roughly half of 2025 (Yardi Matrix via CRE Daily; Atlanta Agent Magazine).

Buyer and seller activity
The national pending index rose 1.5 percent on the month in March, its first gain since November 2025, with the South up 3.9 percent, the strongest region (the national association, April 21). The metro's March MLS brief recorded 6,143 closings (+30.1 percent on the month, +7.2 percent on the year) and $2.92 billion in volume; the twelve-county series showed 4,900 closed (+4.8 percent on the year) and 4,897 pending, down 21.1 percent on the year, the operative leading indicator for April and May closings (FMLS and GAMLS March statistics; re-cite). Four-week national pending sales ran 4.1 percent below a year earlier through April 12, the largest annual decline in more than a year (Redfin, April 16). Two sentiment gauges split: the Conference Board's index rose to 92.8, the year's high, on labor-market perception, while the University of Michigan's final April reading fell to 49.8, the lowest on record since 1978, on inflation and personal-finance perception, with year-ahead inflation expectations at 4.7 percent (Conference Board, April 28; University of Michigan, April 24). The buyer willing to transact and the buyer who says he is confident were increasingly different people.

What it meant for a practice
Demand answered every rate dip within days, which made the daily index the only honest thing to quote. The spring volume rebound was real and the relisting rate was realer: one listing in four had already failed once at a higher price. Permits falling while starts rose meant the new-construction competition of 2027 was being decided in April 2026.
